INDIA’S DIASPORA AND FOREIGN POLICY: WITH SPECIAL REFERENCE TO GULF COOPERATION COUNCIL

Abstract

In the realm of foreign policy strategy, diasporas have emerged as powerful entities since they are recognized as “soft power”. They act as a catalyst of economic development of countries of origin beside their active role in the host countries. Diaspora being transnational communities have become important non-state actors as well as deciding factors in international political and economic relations. Due to the Diaspora's integral role in global affairs, there is a convergence between Diaspora policy and foreign policy.

India's increasing attention to the Middle East demonstrates the rise of its power and position as well as the development of its active diplomacy (West Asia). Given that India's "footprint" in the area has been "largely independent of strategic calculation," Indian authorities are aware of the need to create a comprehensive engagement plan that aims to institutionalize long-term security cooperation as well as deepen economic connections.

In light of the current geopolitical and, more significantly, economic situation, India has prioritized diplomatic engagement with Gulf nations over physical connectivity with friendly neighboring countries. Concerning India’s foreign policy, it is primarily based on its cultural legacy, historical linkages, geopolitical and economic considerations. Its deeper relationship with the Arab countries is civilizational, as its roots could be traced for many centuries. Thus, people to people contacts have been found to be strong for a long time. Our relations have been strengthened further especially with the Gulf countries that include Bahrain, Kuwait, Qatar, Oman, Saudi Arabia and the United Arab Emirates. These bonds are still improving and they are coming closer considering their mutual interests in terms of trade, energy and Indian diaspora.[1]

Against the backdrop of these developments, this paper will examine the crucial impact of India’s diaspora in the gulf on India’s foreign policy and the close linkages amongst these. India’s interests and capabilities extend well beyond the subcontinent. This paper will try to explain how India’s foreign policy is in cognizance with diaspora policy.
